Implemented a thorough separation of the different build orders necessary to
build static modules (where a tpike is required) and dynamic modules (where
a pike.lib that fits the pike core exe is required with --enable-dll).

tpike is now built and used only when dynamic modules are disabled. Post
modules can no longer affect the link options when the pike binary is built
(something that wouldn't work reliably anyway).

The return of tpike: It's now a pike linked without the post modules, for
use mainly while making the post modules. This avoids the catch-22 situation
when building statically and the linking fails after post modules, in which
case you wouldn't get past the pre-post-module link step to allow you to
have another go at generating the post modules.
